Neighborhood Plan
The Neighborhood Development Plan is the first comprehensive plan to be adopted by the St. Clair Superior Development Corporation (SCSDC) membership. In 2003, SCSDC embarked on a neighborhood-wide planning process to guide development in the City's near northeast side neighborhoods. This plan reflects SCSDC's commitment to community involvement as the foundation for the growth and development of the area. The plan is a blueprint for action for individuals, institutions, businesses and stakeholders to engage in the long term growth and sustainability of these uniquely diverse, mixed-use neighborhoods.

flowerpotsThe recommendations of the plan are intended to inform a five to ten year development work plan of the St. Clair Superior Development Corporation in partnership with public and private entities. This planning exercise is built on the asset based planning activities undertaken in 1998 by St. Clair Superior Development Corporation (formerly St. Clair Superior Neighborhood Development Association and previous to that the St. Clair Superior Coalition) and a 1998-2000 planning initiative undertaken in the Ward 13 portions of the St. Clair-Superior/Payne-Sterling neighborhoods by the Cobalt Group. This plan incorporates the relevant portions of those planning activities and therefore supersedes those planning documents. Previously, the organization focused more exclusively on resident grassroots organizing, during which time the organization undertook a limited number of, albeit notable development projects.

As with all plans, this plan is not final, rather it is constantly being tested by opportunities, resources and lessons learned. This plan is a substantial step in defining the development potential of the community.

Intent of the Neighborhood Plan
The neighborhood development plan (Phase 1) is designed to set a framework for creating a more complete and vibrant neighborhood over the next ten years. The plan responds to the community's aspirations as well as their concerns and fears. The community desires a more livable and economically viable neighborhood with a broader spectrum of amenities and assets. The plan provides for a place that physically reveals and focuses the neighborhood functionally, spatially and architecturally.

The purpose of this plan is to:

  • Establish a shared neighborhood vision for success:
    Neighborhood consensus among residents, property owners and businesses on a neighborhood plan strengthens local ownership and involvement in taking action to create solutions to revitalize the community. Neighborhoods that define a plan are more apt to advocate for and mobilize in greater numbers to ensure its success. A plan that bridges the modern needs of a changing community provides a solid foundation for growth and promotes inclusivity within a multicultural neighborhood as well as the City and region.
  • Promote more cohesive development:
    A comprehensive plan considers the relationship between history, land use, zoning, current conditions, properties, natural amenities and available and needed local services. The plan will speed up the development process by giving public and private investors a map for the desired direction of and standards for neighborhood development. The plan will better ensure that development reflects the neighborhood vision, guiding principles and intended results and productive use of scarce resources.
  • Advance in-depth knowledge:
    Neighborhood planning considers local, regional and national approaches to development to increase our propensity for success with limited time and resources. The ability to seek alternative solutions to complex urban economic challenges underpins the overall development process. Understanding the connections between the current conditions, development choices and intended outcomes is an important process for neighborhood renaissance.
